Default Baofeng BF-T1 Weak Receive

I'm having a strange issue with my Baofeng BF-T1. I programmed a bunch of local UHF repeaters using Chirp. The repeater identification messages come in strong. Simplex also comes in strong. Repeated voice comes in but comes in weak, even when an adjacent radio has booming receive. Everything is programmed as FM not NFM. Any ideas what might be happening here? I should add that I have two and both show this behavior.
