Real quick what's the mathmatical equation for a making a homebrew dipole scanner antenna? I'll be listening to 154.325 mhz. I'm in the shop getting ready to build one.

what would be better halfwave? how would I split the measurements for the vertical legs? i see pictures where the upper leg is longer than the lower leg.

You'll be better off with an OCFD (Off Center Fed Dipole). Go to the Antenna Wiki here on RR and search OCFD. You'll see two possible ways to make one... both pretty simple and inexpensive. And no calculation or decisions needed... One leg is 18" and the other 48"
