My first public safety monitor radio was a gizmo that I believe was called a "transverter." It was a box about the size of a pack of cigarettes that down-convered VHF FM police frequencies to the AM broadcast band. You'd buy a crystal for your local PD, and rubber-band the unit to a transistor radio. It actually worked pretty well. Would like to reacquire one for my collection.
