Trying to ID 154.3925 Encrypted Freq

I am trying to ID who might be using 154.3850 to 154.3950 I think the actual frequency is 154.3925 but they don't stay on long enough to pin point the frequency. They are using DPL 071 and the signal is using voice inversion. I have talked to the Fire Marshall in Raton NM that uses a frequency on 154.415 but he said that non of his people use encryption.
Not sure who to talk to in Trinidad to see if anyone in Las Animas county is using encryption on their 154.3925 repeater since it uses a PL tone of 156.7.
If anyone has has heard any traffic on that area of freqs with inversion the help would be appreciated.
