Talk Groups are created separately from repeaters. They are then assigned to each repeater's time slots as needed. IOW, they are "shared" among all repeaters as necessary.
They should be your first entries in the Contact List as shown below. This is for a CS800, but the software and programming scheme is the same for the CS700. In case you're wondering, the reason I have "DMR" as a prefix for all of the TGs is so that they will be grouped together in the Contact List:
