First time hearing this freq

I couldn't sleep last night (as usual) sooo, I turn on my 246. While listening to fire and hydro and others, I catch a comm at 3:25am on 151.2950 PL 156.7 - Emergency Link to all Services. It was a woman saying "Toronto Police calling Toronto Hydro". A male responded. She wanted to know why she couldn't get a hold of anyone because "They all should have this channel on their radios". The comm also had what sounded like touch tone, like on a phone. Just when you think you have so many freqs in your radio that never get any action, one pops up that surprises you.

That's the MetroNet channel as it's called. All emergency services, utilities, hospitals, etc.. have it. It was used a lot during the black out and when 911 failed last year.
