If a frequency has a NAC Tone, does this mean its encrypted? If so are there scanners that will decrypt the NAC tone?

No.

A NAC is the P25 Equiv of a PL/DPL tone.

Yes there are some [GRE is one] Scanners that will Display the NAC

Both P25 [Clear] and P25/Enc [Encrypted] always have a NAC tone [the same]

If a frequency has a NAC Tone, does this mean its encrypted? If so are there scanners that will decrypt the NAC tone?

I believe all current digital scanners (both Uniden and GRE) support NAC tones.

Decrypt No - Encrypted is Encrypted is Encrypted
