Faulty Radios at Navy Yard Shooting?

as i have said over and over P-25 does not work. the fed's shoved P-25 down our thoats and now we are stuck with it.
many agencies can not afford to buy new radios again.
Digital systems are like trunked systems you must have enough remote receive sites and transmit sites to cover the area. they learned this in my home county when they went 800. they founds LOTS of holes in the coverage area.
when the coverage is good trunked systems and even digital systems can be impressive . but the main point is coverage. and i dare to say that is the problem at the navy yard was, holes or dead areas in the Area of Operation.
what is going to fix it?
one thing is money and until the elected offiicals start working together, not much is going to change.

P25 is not the problem, relying on trunked systems in a wide area, and inside commercial contruction is the problem. Point-to-point, it should work. (Interior to the external CP.)

FM would be better, agreed, but the digital works.
