Federal Protective Service repeaters

Hello I wanted to know when the FPS has a repeater on 406.700 P25 but it is listed to be Chicago/Milwaukee is there a local repeaters in small cities for there ops or is the repeater in Chicago. I live in Peoria,IL and there was a lot of skip early this morning and I got 406.700 P25 here and was wondering if it came from Chicago or Peoria.
