What radio are you using? Throw it into digital mode and see what you get.

Depending on the Mission - YES, CAP has the capability to use ENC on the VHF Band

However... it does not sound like VHF P25 ENC and see the other posts above.
Also what Frequency ??

When you say Regional, there are No Regional CAP Freqs in VHF - they are common across the Country
Is this HF ???
Here in the Seattle area it seems like there's encryption on at least one of the regional CAP frequencies. Do they use encryption? It sounds like a loud, continuous data burst.

I can't hear the audio - however some CAP stations have the ability to transmit SSTV, and could be a possibility. Many CAP Comms officers are hams or ham backgrounds and bring in the those technologies into their toolbox.

CAP south of me uses SSTV (to what extent I do not know) and some sort of APRS style location tracking. I haven't talked in depth with the CAP guys here so I don't know what they are or not bound to on that level. Where I am usually, they use a mix of P25, NFM, statewide trunking and USAF allocated channels - so anything appears to go.

That's not precisely true. They may share some frequencies but the channel names can be different and the PL/NAC are different.

148.1375 is the CAP Tactical and Airport Repeater allocation
Analog and P25/P25-ENC - nothing else.

As for sharing in Regions, I think you are confusing the Common Channel Plan, that Every "Official" CAP Radio Has...

See the Wiki
Civil Air Patrol - The RadioReference Wiki

The only potential Regional channels, would be those assigned to a Wing for Linking of it's repeaters, however those would not be in the Common Code Plug that is issued Nationally and have all the same channels from East to West and North to South

don't believe i have heard that exact one before, but in NC there is at least one non-standard transmission mode being used that i assume is data/video link etc that is not P25/EncP25, which is also utilized a well, though its a odd type. i have also heard strange signals that sound like a early 90's computer printer buurrrrppppp ehhh ehhh ehhh ehhh burrrrrpppp eeh eeeh etc that i have also heard on 167.5375 (IIRC) around here so there is no telling. would love it if some technically in-the-know types would enlighten us all on what is what.

Thanks for bringing this thread back on track. Yes, a friend mentioned this possibility to me as well (video/picture downlink) and that's a good guess.

Please post an audio recording if you can capture it...

the pro668 is a serious pain to get sound files off of but i recently bout a dedicated sound recorder that does mp3 and is a breeze. its going to take a while to find a pure audio recording cause it been a while since i recall one popping up, but fairly sure i did a vid/audio rec a year or so ago that is easily retrieved off my phone.

what is the least hassle site i could post such material, in terms of setting up an account and simplicity of operation, at least in ya'lls opinion? dropbox?

there have been a number of things i have wanted others to hear and perhaps explain or at least brainstorm about but i haven't set up an account anywhere to post anything cause the 668 file format plus my ignorance and lack of time to rectify said ignorance has kept me from posting anything yet.

the easier it is, the more likely ill get around to doing it and thereby contribute to the greater good.

the price of altruism rises sharply with required effort :)

Dropbox is free for the most part but if you start filling it up then you'll want to pay for extra space. It's $10/mo.

Dropbox is nice for me -- it integrates into Windows well and acts just like a typical folder. You right click (on the file) to get the URL and if you want to make it direct -- just remove DL=0 and add RAW=1 after the question mark.

Example before: ...dropbox.com/s/a0e4xvup00kb9yg/cap.tac.rptr.mp3?dl=0
Example after: ...dropbox.com/s/a0e4xvup00kb9yg/cap.tac.rptr.mp3?raw=1

I have no idea what that is, but it isn't SSTV.

Yes CAP can encrpt and they really only have a set of freq they can use across the US. Can't remember right off how many channels they have but my radio has something like 235 channels in it but some are repeated in different zones so they are faster to find when you need them

Never heard any digital mode like that. Heard it before from noisy powersupplys and powerline transformers though. 2m is still prone to noiseeven though it's higher up than VHF-lo
