FBI, DEA, the rest of the alphabet soup.

Sometimes they'll accidentally turn off the encryption though..

If you are interested in other federal agencies you can always do a search. You never know what you might hear. Try searching 138-144, 148-151, 162-174, 380-420

Back in the good old days, the Feds would commonly transmit in the clear, and only occasionally use scramblers. I was monitoring a suspected FBI frequency when, at the end of a transmission, the base left the mic open. In the background, I clearly heard the phone ring and them answering as "FBI". Talk about a station identification! I should have sent them a QSL request, hahaha!

I've heard them in the Clear many times with stake out and trailing cars. Not sure if it was FBI or other .gov but it was federal because it was on common channels
