The P-25 NAC is pretty good confirmation, but if you can glimpse the radio ID, that should confirm it. The frequency is part of the FBI Nationwide Zone in their radios.

I will continue to watch for the RID, however, unfortunately, I was not near the scanner at the time (was using TRX Android Suite) and the logging program did not catch the RID. I know the FBI has been working around the Lumberton NC area recently and logged them with county police on the state's P25 system.

From the RR Wiki, 163.100 is listed as a Federal wide-area itinerant frequency. Not to say FBI wouldn't be using it, but itinerant channels aren't protected from interference by other legitimate users.

However then add in the NAC that is 95% Common to the FBI
and the fact that 163.1000 167.9 hz had been in the FBI Nationwide Zone for many years
Now just waiting to see if the RID is within the known FBI ranges we have seen
Sometimes 1+1+1 does = 4
likely they are programmed for CSQ [$F7E] in RX, so they would hear all other users
