Trunked System in Kansas City

Does anybody know who use 406.9875 in the Kansas City area. It was some kind of trunked system but very hard to hear while driving. Didn't catch the system Id. Also heard 165.2375 and 165.975 both in the clear.
Does anyone else have anything for the Kansas City area? Any info would be great.

I think it's part of either the DOE or FEMA system. I can't reall which runs one right now. The others are customs and FBI.

Mancow do you know anything about it? Like how long it's been up or who uses it?

I've read a few things on the various yahoo groups like kcscanning but I never really payed that much attention. I believe it's a Dept. or Energy system. I really don't know what they do with it.

It is used by the DoE Kansas City Plant . Plant operations and the National Nuclear Security Admin are on the system. Went online 3rd qtr 2005. Was the first true P-25 9600 system to come online in the Kansas City Area.
