Could just be a (temporary) site failure.... I had a site in my area go out a few months ago - it was down for several days before they restored it.
Beyond that, you may just want to try some searches looking for control channel frequencies.... at least, that's what I would do.
EDIT: Maybe it has already been discussed/consider but the license that seems to exist for that site lists xx more frequencies in addition to the xx frequencies that have been previously submitted to the RR database. Has anyone checked for or tried to add these to your programming?

As I type this message I am listening to to St. Pete PD officers complaining about how bad the reception has been since Friday.
As part of the new SPPD HQ complex they built a new tower just to the west of the old one and (I assume) will be / are moving the antennas to the new tower. Most likely that is what is driving the changes to Site 4 and maybe site 10 as well.
