Merging threads and getting a sticky

There are two active threads about Pennsylvania's state radio system upgrade to phase 2. One thread has a vague title (State Freqs) but contains valuable information:

The other thread has a more pertinent title and also contains info about the new system:

It seems to me that having these merged and then made a sticky would best serve folks trying to share or find info on the new system. I've made several requests about this and have not heard anything.

In this situation, it's best to report the post and it will be flagged for a moderator to look at and decide. Shouldn't be a problem.

As a note, when we merge these 2 a lot of duplicate info may exist and it may be confusing since one thread is over 2 years old.

No, two separate systems. It would be a good idea to rename that thread PA 700 MHz Air to Ground System, though, as that's what it refers to.

and can the OpenSky issues thread be locked?

I vote yes, and un-stickied also.

The thread nearly died out last year, but was unfortunately revived. Most of the more recent posts are duplicated in other threads where someone posts a link to some study done proving for the umpteenth time that the system is a giant money pit. Old news at this point.
