Garbled/noisy audio? Digital? Can you ID?

Recently I noticed that audio from certain units were garbled or had some noise issues. First I thought it was something on my side interfering. Then I realized that only certain units transmission sounded this way. Local police, analog. Some cars as well as dispatch are clear. Others sound like there is noise over the audio. Confirmed it sounds the same on two different scanners. Thoughts on the cause? Could they be mixing analog and some kind of digital radios?

It almost sounds like the PL tone is being sent with too great of amplitude. Possibly the radios are not adjusted properly??

Could very well be. It seems to have disappeared as quickly as it started happening. When I first noticed it, it was happening on probably half the units on one frequency. Today I have not noticed it on one.
