Some frequencies have a Dpl tone but my scanners only offer dcs tones Is there a way to program the Dpl tone into the scanners

Technically they are codes, not tones. People still call them tones though like CTCSS tones.

Does one work better than the other? Like at lower signal levels or during multipath? Since 1 is sinewave tone and the other is small digital bit data.

I have heard that DPL/DCS does not play nice with simulcast for some reason. A couple systems I know of switched to analog PL from DCS when they added simulcast sites. I am sure there is some technical reason for that.

I wonder too about attack time. I know that lower analog PLs have a slower attack time than higher ones. Again, I am sure there is some good reason for it. I don't know if DPL has any better or worse results in that regard.
