If you can determine the exact RF center frequency between the two tones, not the display frequency (SSB suppressed carrier frequency), you could look it up and maybe find it listed somewhere if it is an aviation weather broadcast (VOLMET) or maritime coast station. If you can't find the frequency listed it is probably military.

Any program that decodes Baudot RTTY should be able decode it if you tune it in properly but unless it is a weather broadcast it is probably encrypted.
