Amateur radio license tests in the U.S. are conducted by Volunteer Examiners. These are volunteer amateur radio operators who have been certified by a Volunteer Examiner Coordinator to conducts license tests. Individual VEs will usually work as part of a local team to organize test sessions which are generally open to the public. Some VE teams allow walk-ins while some VE teams require that you register with them ahead of time so they can make sure to have enough space and materials for everyone who wants to take a test.
