PSR800 Talkgroup Issue in Philly

I just received my PSR800 yesterday and I am perplexed with the Philly PD talkgroups. It seems that the talkgroup for NE Philly (2nd & 15th district) and other talkgroups will pick up a transmision or two, then nothing. Whether in scan mode or is I pause when I pick up a transmission. I know there are transmissions as I have my pro-96 by my side and it picks up all the transmissions. Is there a reason or cure for this problem? It would not be a signal strength problem.

Not sur if this will help but I noticed that in the settings mode I have G agc modes all unchecked.. Chuck
