OCFA and other partner agencies have adopted a radio frequency program called "SOLAR" for use during mutual threat brush fires. SOLAR stands for San Bernardino, Riverside, Orange, and Los Angeles Counties. (Although its my understanding that the Fallbrook/N. San Diego County agencies are also using it). The "OC Access" channel is often used as a command channel on its own, however it may also be linked with other frequencies such as CALFIRE Command 2 to allow better cross-agency communications. Activation of the link is done by OCFA ECC/OCC and may be coupled for any frequency in the plan, however its often the command channel that is linked. When not in use for brush fires you may hear sigalert broadcasts and other non-fire traffic.
All fire agencies who participate in mutual threat such as Brea, Anaheim, Corona, etc. also participate in the program, not just the large agencies. OCFA has decided to use the program for all brush fires, no matter where in the county, to better prepare and practice their staff to use the VHF system. While dispatch occurs for OCFA on 800 Mhz., the plan is implemented immediately from that point forward for incident communications. Here is the frequency lineup for the plan:
