For 2 weeks I was with my high school going to do intermship at San Fernando Courthouse and saw the deputies usingradios and they constantly had them close to there ear to hear radio traffic. and very quietly they would answer. my question is what frequency do they use? And what are there unit id's? And also what units use the SCC Access channel? Thank you

Look for the Court Services Division frequencies under the LASD listing in the RR database.

PL tones vary from facility to facility and to my knowledge are all simplex.

The frequencies inside the courthouses are all simplex. If outside the facility they use the SCC Access channel as does any unit not assigned a permanent dispatch channel. SCC Access is also used by County Services Bureau and Parks Bureau as their main dispatch channel.
