Have Windows 7 and Linux. Cannot run TK2 to program IC-R2 on either one. Why?

I have a windows 7 laptop and a Ubuntu 16.04 laptop. I have downloaded the tk2 software from tk2. I am using a Prolific PL2303 clone cable.

On the Windows laptop, I almost got it going. But no matter which com port I choose, the software can't open a com port. I have tried every unused port from com1 to com8, with no improvement. I have tried sending commands directly to the radio using a serial console, and the connections are timed out.

On the Windows laptop, I got Wish installed and added to the $PATH, and installed the TK2 package. when I try running "wish tk2.tcl," I get: "tk2.tcl: error: Environment variable tk2 must be set to the directory containing the library files for program tk2.tcl." I set the environmental variable correctly. printenv reveals

PWD=/home/[user]/tk2/tk2.1.1
OLDPWD=/home/[user]/tk2/tk2.1.1

The files are together and I have tried different folders as well.

I'm to the point that I think it's impossible- it's incredibly frustrating because they are both failing for reasons that make no sense.

Has anyone succeeded with tk2? Are there any other options?
