Looking at the database page for your county, it appears that much of the communications have moved to the state's system, ICSWIN. As that is a P25 Phase I digital system, unfortunately, you would not be able to monitor it with your BCT15X. You'd need to upgrade to a digital scanner.
However, for assistance and suggestions on non-digital frequencies in your area that you would be able to hear, I'd suggest that you request your thread be moved to the Idaho State Forum. To do that, do not create a new thread. Instead, click on the red outlined triangle in the upper right corner of your original post, and request that a moderator move your thread to the state forum. Someone in the area would be more likely to see it there.
