I am new to this site as well as the whole Digital scanner world.

I was about to buy a Whistler TRX 1 so I could monitor Law Enforcement in my town Elmwood Park however I read somewhere on this site that Elmwood Park is WSCDC, Starcom 21 encrypted.

I am assuming that if it is encrypted I wouldn't be able to monitor it anyway. True?

Correct. if it's encrypted it cannot be monitored.

They use the Cook County radio system that is 100% encrypted. Don't waste your money on a scanner unless you want to listen to the fire department.
