That site finds FCC licenses with the specific emission types (P25, DMR, NXDN, etc.) listed on their licenses. However, it does not mean that all of those licenses are actually using that emission type. In fact, there are probably some licensees using DMR which aren't licensed for it (and/or appearing in that search result).

So - the answer really is - not necessarily.

Can you listen with a normal scanner to tell if they are analog or digital?

Yes.

I failed to mention last night - many times I'll take a list of frequencies like that and monitor in "auto" mode to see if any energy is present - analog or digital. Other times, just doing limit scans in those bands help provide similar.

If you do hear digital, then it's just a matter of determining what type.

The licenses data is a tool but isn't always accurate for various reasons. It will help to try to determine who the users are if/when you do find something.
