From the traffic heard on the IPSC and Motorola TGs... yes. As well as things about to pop soon on INDOC changes.

Th Motorola Tech TGs are fifty fifty on encryption use, but when they go into actual testing and online of a site, they stay fully in the clear.

INDOC is putting all of its sites on SAFE-T, with 1 or 2 exceptions where they are putting in conventional P25 sites. For the Plainfield site, they are building a new 700 MHz site to either bolster, or replace the existing 800 MHz site.
