    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

What determines how often a Controller rotates throug hthe Controller frequencies on a Trunked Radio Sysetm?

What determines if a Controller stays parked on a certain frequency instead of rotating except in cases of S.C.A.T. or V.O.C.?

Do L.T.R. MulitNet, Passport or E.S.A.S. Controllers work the same way?
Do L.T.R. MulitNet, Passport or E.S.A.S. have their own version of S.C.A.T. /V.O.C.?

You're asking questions that have a ton of different answer because systems can be configured multiple ways.

With regard to Motorola:
Up to four channels at a site are designated as possible control channels. In the controller database these can only be freqs entered as channels 1 through 4. For simplicity's sake trunking databases don't go by freq, they go by a logical channel name (1-28). All logging and reference is by this channel number.

Each of these control channels can be set in the following corresponding ways. A control channel can be marked to always be a control channel unless in failure. Control channels can also be marked as fall-back control channels yet will never be normally used. With the current controller software versions there's no longer a 24 hour control channel rotation. Some of the old 6809 controllers did this to distribute load on the stations (though stations used in trunking have been continuous duty for a long time). Since you don't need it anymore they don't rotate automatically anymore.

Another reason a CC would rotate would be due to an equipment fault receive or transmit related. Also, they can be rotated manually.

With EDACS any frequency can be a control channel. They typically stay on the same channels though (unless a fault or request to rotate occurs).

I'm not sure about the other formats but the controllers are not as advanced. LTR and the subaudible variants are not as complicated in trunking technology as GE and Motorola are. Outside of MultiNet they don't have dedicated control channels so your questions don't apply.
