While ISO and NFPA both have language in the guidelines that primary alerting (dispatch) is supposed to be on and over facilities operated by the agency and public infrastructure.

For many years now secondary notification, situational awareness and staff recall have relied on companies such as ours and others to integrate, Paging POCSAG and FLEX, SMS / MMS cellular and over the top solutions like Pushover, XMPP Active911 and others that transport with Apple Push Notifications and Google Cloud Messaging data transports.

The best solutions like ours and some competitors give you the best of all these worlds by allowing you to push to all of them + e-mail at the same time..

With Band 14 (Firstnet) coming into the mix and CAD vendors starting to develop "Mobile CAD" components maybe the rules from the ISO and NFPA organizations will change all be it probably very slowly. In fact I know of one customer who believes they received a more positive rating (no actual points) from the ISO group because they had an integrated solution beyond just Voice dispatch and two tones station alerts on the RF P-25 network.

Some do, some do not. One reason why it's not commonly part of the Phase 1 spec, it wasn't a feature included with Phase 1 (though I belive it has been included with Phase 2). Not all departments get equipment with displays and not all departments are even using P25 currently. It really just depends on location and area.

oh...
Here in Austria the use all the same System just the Radio are different (but the get all licensed in some way).
Have 2 different System make it more expense. And when the Cell Tower have no Batt Backup the would not run that long on an power out take.
