I've not seen Great Plains Energy active in a long time. This appears to be KCP&L.

From a reliable utility insider....

KCP&L uses VHF DMR III

It is all VHF, no 900 Mhz

The power plants use UHF (in plant only) – no DMR

So in the KCP&L service areas and the areas they took over
expect to find VHF DMR in place of all the former fragmented LTR/TypeII/Conventional systems that were once the main stay of the giant utility.

Here are a couple of the one I found 463.5625, 464.9125, 464.4625 and 452.475. Talking about power outages and lines down. Might be this system Midwest Mobile Radio Service - Kansas Trunking System, Hiawatha, Kansas - Scanner Frequencies.
