KPG-95 is the software he needs. Legal place to get it is from a Kenwood dealer.
Factory programming cable is KPG-36U (USB version).
Before he chases too far down this path:
A "new" radio will show "unprogrammed" on the display.
It is possible to read, write, and read/write lock these radios. If it truly is a new radio, this won't be an issue. If it's a used one, it may be a problem.
Programming software and radio firmware versions are loosely coupled. The version of firmware in the radio will dictate what software you need. Going with the newest version of software will allow you to program the older firmware radios. If the software you download off the internet is an older version, it will have issues programming a radio with newer firmware.
Programming software also has some variations with country codes. European/Asia, etc. software won't work with US/Canadian market radios.
