Hiding in a coffee shop.
That has been happening for years. Last time I took a cruise to Mexico, we stopped in PV and heard stories of that happening on the tours. I think that was back in the early 1990's. Seemed to usually happen to the bus tours that went out into the surrounding mountains.
Used to be all it took was the cruise companies talking to the powers that be in Puerto Vallarta and suggest that maybe the ships pick a new town to visit. Suddenly the robberies stop, at least for a while.

Not sure about how it works with the newer levels of violence from the drug wars down there.

Been there a few times, no wish to ever return.

Puerto Vallarta Cruise Line Tourists Not Attacked by Group of Gunmen - Posted March 1, 2012
The original reports were that the 22 tourist were assaulted by a "group of armed gunmen wearing masks". Further investigation has shown that there was one stereotypical Mexican "bandito" wearing a bandana, sun glasses and baseball cap who robbed them, not a group of armed gunmen wearing masks.

As reported in today's LA TIMES, the Carnival cruise guests who were robbed last week were accosted by a single masked gunman in a remote area off a main trail as they were headed to a hike in the jungle, according to interviews and tourism officials.
