I got a contact to the offshore windmill industry.
They are not allowed to use all 57 VHF channels,
only 16 for emergency
15,17 for contacting ships
and some ship to shicp chanels.

I remember that I saw on a fair such a VHF handheld with only some buttons for a restricted number of channels.
On Google I have found nothing, only a UHF handheld radio for onbord.
But thats another UHF band.
Thanks

It should not be a problem having a radio with all channels and only using the ones your authorized. There are many channels most boaters cannot use but are included in all radios anyway. Some models allow you to block out channels for scanning and maybe from the main lineup.

Other option (if you are in the USA) is to get an FCC type 80 certified radio and just program it with what you need. There are probably many options, but I know for sure that the Kenwood NX line of radios are part 80 certified.
