Now that ships don't have radio operators, they have to have an automated distress transmitter/receiver that can be operated by 'unskilled' persons. They transmit on a variety of frequencies so that the signal can be picked up by local ships if any, HF radio stations and satellites. Once contact is established they can use handset to speak to whoever answers. See the Wiki on GMDSS...

From briefly skimming the manual above it appears that what you are looking at is just the control unit, not the transceiver itself. One piece of the puzzle, if you will.
