I don't think you need to worry about splinter systems - I could be wrong here, but I think that refers to areas where frequency spacing must be reallocated due to being close to the Mexican border (Texas, for example). As for the definitions for the other terms, you did read the glossary in the wiki, right (hint hint)
Of course, had you gotten a premium subscription and used software, you wouldn't need to be concerned with that (hint hint). I would bet there would be some Florida folks that could give you UASD files for what you need, and most of the better packages can use them as an input source (hint hint)
