I'm hearing the old 453.75 freq which was for (and maybe still is) the MSP Executive Protection. It sounds like maybe inverted voice and might even be single sideband but I think inverted is a better guess. It's not encrypted. I haven't heard this freq in years. Hearing it active at 9:10 p.m. and continuing until 9:15 at least.
