If they have to "investigate" in order to determine why they did it, then they can't possibly have a reasonable answer.
It's one thing to have strict dispatch protocol, but when the call you have is a kids bedroom and you have report of smoke or fire showing, the unit on site or who can see the scene is just about 100% of the time, the one you want to go with, even if you continue your GPS dispatch as well.
Have heard units regularly turned away in AACO, but never for an active fire or even anything close.

What's even more crazy that Engine 31 can't assist on a Fire Box in their first due area. If you listen to video you can them discussing the box area.
Time to investigate is another way of saying, "We really messed this one up and we need some time for the public to begin to forget about it and to come of with some sort of technical jargon-filled explanation that we hope the public and city fathers will not understand but hopefully accept."
