They're 800Mhz ground plane antennas... Max Systems made one that was sold by Universal Radio, but I think Max Systems is out of the biz, now. I had one from Max Systems and one that was custom made by someone--close up you can see that it's just some connectors, rigid coax, pvc and some radials drilled and soldered together. They really work great on 800Mhz, though!
