No your listening days aren't over. They're on MPSCS now and they're not encrypted (except for the detective bureau) and your radio is capable of decoding it.

It's not conventional its on the MPSCS 800 trunking system. Your scanner should handle this no problem

Dearborn is in Wayne county, which is a simulcast-multiple towers county and whistlers do lousy in those situations. If you feel it is properly programmed, try taking off the antenna, use a paperclip or stubby antenna as you don't want to get all the towers which is causing too much signal. All you need is one to get the entire county.

If simulcast is an issue for your scanner you can "try" monitoring the Northville site to see if Dearborn traffic is on it. It's C4FM, not CQPSK (simulcast).
Northville Site Control Ch- 853.9625

If you can run Unitrunker on the control channel that would really help to see if talk groups of interest are passed on that site.

As Ronaldski said, scanners are absolutely horrid when it comes to monitoring simulcast systems. Some to the point of being useless.

Dearborn is no longer using 158 on analog? or they are simulcasting? both systems?

No. They have switched over the MPSCS as their primary radio system. I haven't heard any radio traffic on the old 158.850 MHz frequency in a few weeks.
