Is anyone in the Michigan (Southeast Area), Dearborn, Dearborn Heights, Taylor, Downriver Area receiving any traffic from this system on a Whistler TRX2 Scanner?

I've imported this system into mine, but it's totally silent. I know someone who is monitoring this system on a Pro651 scanner and they also live in Taylor and the system is active on their radio.
Any suggestions for changes? I've tried setting it to Motorola/Analog/NFM, and still silent. I've tried it as an EDACS system as well. I have not tried programming this system as a conventional frequency system and seeing if any traffic surfaces that way. I guess that may be my next step.
