Does the Navy transmit in the clear?

The signal is too weak to make out the words, but this is clearly spoken voice - coming in and out.

Some internet resources tell me that this is a Navy channel. Is this correct, or did I likely pick up something else?

Here is an interesting bit of information. Military aircraft are transmitting in the clear in Afghanistan. Not sure why they changed it because they did not use to before.

Probably to make sure everyone can talk to each other. With so many resources coming and going, it’s probably impossible to keep up with encryption.
