Don't know what this particular instance is, but stuff like that happens all the time with HAHO (High Altitude High Opening) jumps. The parachutes are opening at 35,000 ft. and the jumpers are drifting down to the surface. I've actually seen them drift well beyond that, given winds and such.

oh, i see. i bet it was a real sight when they drifted well beyond the surface. i guess its true, the only thing worse than falling is landing.

noticed today similar NOTAMS posted for the 12th so prob got delayed cause of the weather. anyone in the area ought to keep an eye out, and would be cool if any results reported back here

Air-to-Air and Ground-to-air anti-aircraft fire or training missiles. Air-ground attack, bombing runs - all good fun. I have a bombing range about 15 miles away and it still makes the ground thump!

Ask Lauri - she'll know somebody who knows somebody else who will have a the gen!
