I have uploaded the proper Winona Country frequencies into my scanner, yet I have not heard a single broadcast. Is there anyone familiar with Winona City and County frequencies and scanning in these areas that could assist me?

Need more information - what scanner are you using, and what agencies are you trying to scan?
