Probably need versus budget. P25 digital trunking radios are a couple grand a pop and all radios in the agency need to be changed at once. Triple that if they price the Big /\/\ products that do exactly the same thing.

I do have to give the Show-Me State credit. They own the infrastructure and allow any suitable radio on the MOSWIN system. Unlike The Land of Lincoln's StarCom system, which leases service on /\/\-owned towers at an exorbitant price, and where for all practical purposes only /\/\ products are allowed for 'quality and reliability' reasons.

As a side note, /\/\ was the single largest contributor to the ex-Governor Blago (now Federal inmate #98765432) re-election fund. Of course, those things are un-related.
