Looking at some licenses and they have:

Frequency Allocation Name: LM_CAN_VHF_BLOCK_D_DUPLEX_15K

Is there a "band plan" one can down load and look at for the LMR spectrum in Canada?

I have poked around ISED but can not find anything.

I believe what you're looking for might be in the Standard Radio System Plans:

When you find the one(s) you want, after clicking on them, there's a PDF version available in a tiny text box in the middle right of the page, below the title of the document.

The one related to the allocation you gave is probably SRSP-500: https://www.ic.gc.ca/eic/site/smt-gst.nsf/vwapj/srsp500e.pdf/$FILE/srsp500e.pdf

"Blocks" are shown on pages 11-14. Channelization is shown on 16-44 (but calculations are on page 4 if that is easier).

IIRC, frequencies most commonly used in "land mobile" are covered between SRSP-500 and SRSP-515.
