It doesn't seem this system is monitor-able by scanners anymore. Not that there was ever any real activity.

Washington Gas Light Company Trunking System, Various, Multi-State - Scanner Frequencies
WPMP767

New modulations as of August 2013 are 8K40F1D, 8K40F1E, 13K6F3E
More frequencies than are listed in the RR DB too. Not all the freqs have all the emission codes.

There are control channel sounding-like signals on 935.4875, 936.1625, 936.6375, 938.45 and 938.6625. It doesn't sound like any signals I'm familiar with.

In Loudoun Co the strongest signals are on 938.45 and 938.6625.

A November 2012 press release indicates the system now uses OpenSky2 technology, has 22 sites for 900 MHz OpenSky operation, and operates the P25 system in West Virginia as well.

I tried programming all the current 900 MHZ systems in my pro 106 just a few weeks ago. Each system had strong bars, but the scanner would not decode any of them, even as I adjusted system types. I had read they were using Open Sky, so figured that is why the scanner would decode it.

I saw someone posted dispatch talkgroups much earlier, about the time the current system was coming online. I figure that is now dated material.
