Is "Dry Lightning" the same thing as what is called a "BOB"?

A BOB stands for "Bolt out of the blue" meaning lightning can occur with a totally blue sky with no clouds whatsoever.

That is the term a company called ThorGuard uses to explain this type of lightning.
Thor makes lightning detection equipment primarily intended for golf courses but now branched out and markets their systems for most other types of outdoor sporting events. Some cities also use them in places like public parks for example or outdoor concerts or other places where large crowds may gather outdoors.
They work pretty well for an early warning lightning detection system.

No, dry lightning is when you have a thunderstorm with little, if any, rain associated with it.
A bolt from the blue is typically a positively charged lightning bolt that may come from the anvil head of a thundercloud, ahead of any rain.
