NHP ELKO Area 800 MHz Gain Antenna

Saw this interesting photo showing this 800 MHz antenna on roof from 2015 year on NHP ELKO Dispatch area car.
I havent seen this antenna on any RENO Area patrol cars.

No coverage in rural Elko. You won;t see many more of those old antennas, the new cars have a different configuration from what I have seen.

Did these antennas do any good?
My experience with the 1/4 wave nmo mount and the center load/coil spring nmo mount made no real difference using motorola micor radios on 851.0??? mhz we used on black mtn conventional repeater for cal-state auto assn in sf bay area in 1986.
I would try switching them when i was in remote part of san mateo county ca and as far as recieving it no difference however this was mountain terain not flat long distantance, transmitting i couldnt tell and to my knowledge the micor radios were 100 watt.

Often reception is terrain limited. I haven't seen a situation where a high gain antenna made things worse, well assuming no overload situation.
