Yes it’s going to be 3-5 years out still. phase 2 with Encryption and LLA
The April 2017 update says the state must maintain existing system for 5 to 7 years.
They will likely partner with Harris seeing as how multiple counties have already started upgrading with them. Encryption comes with the system, wont know if they'll use it until the system is up and running.

Hopefully there's some serious, competent discussion projecting how far along FirstNet should be in terms of reliable coverage & PTT voice services across the state in the next 5 years, and how much sense it makes for State of Nevada to also invest its resources into a major re-do of NSRS.

The new P25 System will work better then any cell PTT system will work. and the new system will have Beon so any smartphone can talk on the system. well any that are police/fire
