I dont know how to interpret the date, but this frequency isn't in the database.
Maybe 2158 zulu on 07/09/2018.

Went to program this freq in my 396XT only to discover its already in there. I haven't flashed my scanners since spring so they've been using it since at least May.

I'm not finding the license for it right now, but it showed-up in the weekly FCC updates for Nevada about half a year ago.

Probably the frequency was temporary and the NOTAM just indicates it is permanent now.

737mech gave me a tip on HND viewing.
3558'56.31"N 115 7'41.16"W
This dog walk has a decent view of the airport.

You may see Army choppers, but mostly really expensive private jets.
